adjutants general to Israel's Home Front Command- that nation's equivalent
of the National Guard. The six-day visit ended Nov.22 with General Blum and Home
Front commander Maj. Gen. Yitzshak (Jerry) Gershon signing letters proposing to
train in each other's country and to share expertise and ideas. "We see
the American people, and particularly the National Guard, as our family,"
General Gershon said. "I would propose that we pursue expanded training
opportunities for National Guard personnel visiting Israel and for Home Front
Command personnel visiting the United States." The National Guard would
participate in the program under the auspices of the U.S. European Command,
General Blum said. "I think this is a natural marriage," he said. We
are two nations in a world that is a very, very dangerous place. We are

*A comment on the word "democracy": This is a
foundational issue in governments that cannot be overlooked! There are
democratic elements in our present American Constitutional system, but we are

rests." It is my good faith belief and understanding that Israel is
